What this program funds

The R15 exists to bring NIH-funded research to institutions that do not receive much of it. It comes in two flavors: AREA (Academic Research Enhancement Award), aimed at primarily undergraduate institutions, and REAP (Research Enhancement Award Program), aimed at health-professional schools and graduate-focused campuses. Awards support small-scale research projects — up to three years and, as of recent cycles, $300,000 in total direct costs — with an explicit second mission: giving students real research experience and strengthening the institution's research environment.

Eligibility in plain English

  • Eligibility is institutional first: your campus (or component) must not be a major NIH recipient — the long-standing test is roughly that it has not received more than $6 million a year in NIH support in most recent years. Your sponsored-programs office can confirm which R15 track, if any, your institution qualifies for.
  • The PI is a faculty member at the eligible institution; the expectation is that the work happens there, with students, not subcontracted to an R01-heavy partner.
  • Undergraduate-focused campuses apply through AREA; health-professional and graduate-focused components through REAP.
  • Confirm specifics with your sponsored-programs office and the current funding opportunity announcement.

What you'll need to submit

  • Specific Aims (1 page).
  • Research Strategy (12 pages) — covering the science and the plan for student participation and research-environment impact.
  • An institutional eligibility letter signed by the provost or similar official certifying the R15 funding criteria — request this early; it is the piece you don't control.
  • Biographical Sketches (via SciENcv, up to 5 pages each).
  • Budget and Justification within the total direct-cost cap.
  • Data Management and Sharing Plan, Facilities & Other Resources, Equipment, and — as applicable — human subjects/vertebrate animals materials and Authentication of Key Resources.
  • Letters of support from collaborators or core facilities.

Tips for this mechanism

  1. Student involvement is scored, not decorative. Say how many students, what they will actually do at the bench or in the field, and point to your track record — alumni who went on to graduate programs are strong evidence.
  2. Design for the teaching calendar. Reviewers at R15-eligible institutions know what a 3-3 load means; a plan that assumes R01-style full-time lab effort reads as unrealistic. Build aims that progress through academic years and summers.
  3. Use the environment as a strength, not an apology. The mechanism's purpose is strengthening your institution's research capacity — frame equipment, mentoring structures, and institutional support as part of the story.
