What this program funds
The R03 funds small, self-contained projects that can genuinely finish in two years on $50,000 a year in direct costs: pilot and feasibility studies, secondary analyses of existing data, development of new methods or technology, and small collection efforts. It is not renewable, so the project must be complete on its own terms — an R03 is a project with a period at the end, not the first chapter of something bigger.
Eligibility in plain English
- Same broad PI eligibility as other NIH research grants: any independent investigator at any career stage whose institution supports the work.
- Not all NIH institutes accept the parent R03, and some use it only for targeted announcements — check institute participation first.
- Smaller awards like the R03 generally do not end Early Stage Investigator status, so it can add funding without spending your new-investigator advantage on a small project.

What you'll need to submit
- Specific Aims (1 page).
- Research Strategy (6 pages).
- Biographical Sketches (via SciENcv, up to 5 pages each).
- Budget and Justification within the $50,000/year direct-cost cap (modular budget in practice).
- Data Management and Sharing Plan.
- Facilities & Other Resources, Equipment, and — as applicable — the PHS Human Subjects and Clinical Trials Information form and Authentication of Key Resources.
- Letters of support, especially data-access letters for secondary analyses.
Tips for this mechanism
- Scope is the review criterion people fail. The most common R03 criticism is "too ambitious for the mechanism." Two years, no renewal, $100,000 total direct — write aims that finish, not aims that gesture at an R01.
- Secondary data analysis is the R03 sweet spot. If the dataset already exists, include a concrete data-access letter and show you understand its quirks; feasibility is most of the argument.
- Weigh it against just writing the R01. An R03 takes nearly the same administrative machinery as a much larger grant. It shines when a small, fundable question genuinely stands alone or fills a gap between larger awards.
